WPTF is a broad-based organization with over 80-member companies, dedicating to encouraging competition in Western states electric markets. Scott comes to this position from a background that has been dedicated to competitive electric and natural gas markets.
Prior to coming to WPTF, Scott was the Senior Market Advisor in the Policy Office at the Federal Energy Regulatory Commission (FERC) from 2008-2017. He was responsible for advising the Commission and staff on electric and natural gas markets.
• Scott worked as Vice President for Regulatory Affairs at Constellation Energy from 2006-2008.
• From 2002-2006 Scott was Executive Director for Market Development at PJM and later in charge of relations with PJM’s 13 states.
• From 2000-2002 Scott was Executive Director of the Energy Markets Division at FERC where he oversaw the FERC staff’s first investigation into the Western Energy Crisis in 2000. Scott also directed staff investigation into the Cost-Benefit Study on participation in RTOs.
• Scott worked for US Generating Company and its successor, PG&E National Energy Group from 1994-2000, first as Assistant to the President & CEO and later as Director of Market Policy where he coordinated NEG policy on ISO and RTO formation across the US.
Scott began his career in Foreign Policy and National Security working at the US Department of State on Arms Control and Security Assistance.
Scott has a BA in History from Columbia University and an MA in Security Policy Studies from George Washington University.
Carbon and Clean Energy Committee Lead
Clare has over 18 years' experience on greenhouse gas regulation and policy. In addition to her work with WPTF, Clare has worked on international climate issues with the Environmental Protection Agency, the Department of State, and the United Nations Framework Convention on Climate Change secretariat. She has also served on the Washington State Governor's Climate Action Team and on a National Academy of Science's Committee on monitoring of greenhouse gas emissions. Clare has a Masters in Environmental Science and Masters of Public Affairs, both from Indiana University; she completed her undergraduate studies at the University of Michigan.
McDonald Association Management Company
Jenifer began her career at Bechtel Power Corporation in San Francisco and then relocated to Sacramento in 1981 where she was hired by Assemblywoman Marian W. La Follette (Northridge) to serve in her State Capitol office. During the 10 years that Assemblywoman La Follette served in the Legislature, Jenifer took responsibility for the overall operation of both the Capitol and District offices as Chief of Staff. She was the spokesperson for the Assemblywoman with the public and the press.
When served as Executive Director of the California Association of Collectors and also spent more than 12 years as Assistant Vice President and Corporate Secretary for the Association of California Insurance Companies (ACIC) where she was responsible for office administration, management of all legislative support services, budgeting, investment planning, membership growth and retention, meeting planning and management of the ACIC Political Action Committee.
Jenifer founded McDonald Association Management Company, Inc., in 2004 and the company provides association management services to various clients, including the Western Power Trading Forum.
Frank joined McDonaldAMC in 2014 and is responsible for all business and accounting services. Frank is the lead team member for financial and accounting services for all clients. He became QuickBooks certified in spring 2015 and continues to enhance his skills and knowledge of finance.
Frank graduated from Cal Poly San Luis Obispo with a B.S. in Agricultural Business. He is a member of the Pi Kappa Alpha fraternity and served on the Executive Board as Sergeant at Arms and on the Inter-Fraternal Council as Vice President. Frank’s experience has been focused on sales in the technology industry, his previous employers include MindBody and Yelp.
Frank received his MBA from California State University, Sacramento.
